This report summarises AMaGA Victoria’s 2026 Forum, Speaking Plainly: Honest Conversations for a Sector in Transition.

The cultural sector is navigating profound and sustained change. Financial pressures, workforce challenges, shifting community expectations, changing funding landscapes and leadership transitions are reshaping organisations and the conditions in which people work. Yet conversations about organisational change can be difficult to have openly. Acknowledging that an organisation may have reached a point of maturity can be interpreted as failure. Raising questions about sustainability can be perceived as a loss of confidence. And considering whether an organisation should change, merge, transition or conclude can feel at odds with the responsibilities of leadership and governance.

On 22 July 2026, 80 people gathered at the Queen Victoria Women’s Centre for a conversation that is often difficult to have: what is actually happening with the people and organisations doing the work? Grounded in the realities of museums, galleries and collecting organisations, the discussion quickly moved beyond individual experiences to reveal pressures shared across Victoria's broader creative and cultural landscape, from small and community organisations and independent practitioners to major institutions.

This report draws together the key themes, findings, and recommendations that emerged from the day.
